could be...but the other side must also be willing to play along.
but indeed policies and officials change. the foreign minister making the statements from the article for example is already long gone.
exactly policies change, as if I remember right a few years ago. but our Ministers of Defence as well as even military officials (Generals, Colonels etc.) wanted stricter weapon sales to the middle east because not to long ago we were arming the Kurdish Peshmerga and they were selling weapons to ISIS under the table, which in turn caused us to end our weapon supplies to them.

Now Airbus and major EU companies are removing German components from their platforms so they dont run into issues with Germany when selling weapons to Saudi Arabia, a major hit for German weapon manufactures.

I'm not surprised anyways, however like I mentioned previously we will wait and see how this works out because during Yemen we had a no weapon sale to Saudi, UAE etc. however they received weapons from us. we also had a weapon ban on Turkey, and they now have HK MG4s, G28s

Poland signed a contract with Rheinmetall to upgrade 130 Leopard 2A4s to the 2A4PL model. which enhance survivability, firepower and slightly improved mobility.
new upgrades include
-AMAP Armor
-DM11 airburst ammunition

according to recent rumours, following the order of 44 Leopard 2A7s and 24 Pzh 2000s, Hungary is now holding talks, potential on procuring 200 KMW Puma IFVs

Rheinmetall teamed up with the Romanian Government for the Agilis APC. The Agilis APC is based off the Boxer APC as well as using technology from the Saur 3 of Romania. Rheinmetall will setup a production plant in Romania for 400 APCs. the production plant will also manufacture engines and other parts and Rheinmetall will build a maintenance facility in Romania as well.

Slovenia is procuring 56 GTK Boxers for their army, in which 48 will be an APC/IFV model and the other 8 will be a Self Propelled Mortar system

How is the deal with Egypt going? has it been finalized? if so when is the expected delivery?

I believe the frigate deal is done, and most likely 2020-2021 for the first ship. some claim 2 of the 3 frigates will be built in Germany, the last 1 in Egypt.
