How do they stand a chance?

The US in recent yes developed a huge conventional bomb, the bunker buster. This bomb is capable of penetrating deep underground targets like lines of bunkers. It has a highly explosive warhead and weighs about 10,000kg and can be delivered from heights of 800 feet. The bomb is laser guided and increases its speed as it zeroes on its target. It can penetrate layers of concrete up to 60m underground. I believe it has been used in warfare. How do they stand a chance with such a terrible weapon?

The only chance for enemies to survive is to keen on relocating their equipment and or personnel so that when one of these bombs are deployed it doesn't kill anyone. From what I understand these bombs are the same as the Paveway series of laser-guided bombs, only more powerful so as to tackle bunkers.
