Perpetuation of poverty

Why is it that the net per capita income of the world is enough to sustain virtually everyone remains locked in the hands of a few? There are many potentials that go to the grave unrealised due to financial constraints and there would perhaps increase it threefold if it was roped into the economic bracket. This would entail greater access to education, health and nutrition and would have the element of people neutering corruption, spending less on non essential items like alcohol and defence budget cuts. Is the human race intrinsically selfish?
