Saudi Arabia places $302M order for AGM-154C JSOW missiles

Raytheon has been awarded a not-to-exceed $302 million contract for the procurement of 618 AGM-154C Block III Joint Standoff Weapon (JSOW) air-to-ground missiles for the government of Saudi Arabia, under the Foreign Military Sales program, the US Defense Department said on December 12, 2017.


Besides the missiles, the contract includes delivery of containers, component parts/support equipment (spares) and engineering technical assistance and is expected to be completed in June 2022.

"Foreign military sales funds in the amount of $148,195,517 are being obligated on this award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity," the US DoD said.

The JSOW will be used on the RSAF fleet of F-15SA fighter jets.

Produced by Raytheon, the AGM-154C JSOW uses an Imaging Infrared (IIR) terminal seeker with autonomous guidance. Block III, which adds a Link-16 weapon data link and moving maritime target capability to the AGM-154C. It carries the BROACH multistage warhead, which has both a blast- fragmentation and hard-target penetration effect, making it specially designed to attack hardened targets.

UPI -- Boeing has been awarded a $193 million contract by the U.S. Air Force to provide the GBU-39 Small Diameter Bomb Increment 1, or GBU-39 SDB-1, to several foreign nations.

The terms of the deal, announced Tuesday by the Department of Defense, enlist Boeing to provide production on Lots 12-14 with the modified contract to procure an additional 6,000 GBU-39 SDB-1s.

Under the terms of an indefinite-delivery, indefinite-quantity contract, the project's cost ceiling increases from $700 million to more than $893.6 million, the Pentagon said.

The SDB-I is preferred for American and foreign jet fighters when compared to the 2,000-pound Mark-84 general purpose bomb because a pilot can carry a pack of four SDBs in place of a single Mark-84.

The countries that will benefit from this deal include Saudi Arabia, Japan, Israel, the Netherlands, South Korea, and Singapore.

Work on the contract will occur in St. Louis, Mo., and is expected to be completed by December 2020.

The Air Force has obligated $99.7 million to Boeing at the time of award, which has been allocated from fiscal year 2015 and 2016 missile procurement funds and foreign military sales.

Saudi Arabia Buying and Building Chinese Armed Drones

Saudi Arabia has now been confirmed as the customer that has ordered from China a large quantity of the Wing Loong II UCAV that made its first flight on February 27. Chinese state news agency Xinhua said that this is the country’s largest-ever arms export. Media in Saudi Arabia reported that the Kingdom will acquire 300 Chinese UAVs (eg. Wing Loong IIs) worth approximately $10 billion. The Wing Loong (Pterodactyl) series is produced by the Chengdu Aircraft Industry Group (CAIG).

Moreover, on March 16 the King Abdulaziz City for Science and Technology signed a partnership with the state-owned China Aerospace Science and Technology Corporation (CASC) to establish a manufacturing plant in Saudi Arabia for the CH (Cai Hong or Rainbow) series of UCAVs.

The Saudis already operate the turboprop-powered CH-4 UCAV series, but it was not made clear whether this new agreement covers only that type, or also the jet-powered CH-5 that was unveiled at the Zhuhai airshow last November. The Saudi assembly line for the CH series may also supply other countries in the region, such as Qatar. The primary payload for the CH-4 is the AR-1/HJ-10, capable of hitting armored targets at 10 km with its 10 kg warhead.

The Saudis also already operate Wing Loong I UAVs, and are reported to have used both these and CH-4s over Yemen against the Houthi rebels there.

The original deal to supply Wing Loong Is was reached in 2014 when Saudi Crown Prince Salman met Chinese General Wang Guanzhong in China. The Saudis evidently became frustrated at restrictions on the export to the Kingdom of Western-origin UCAVs such as the GA-ASI Predator and Reaper. The U.S. and European countries adhere to the provisions of the Missile Control Technology Regime (MCTR). This voluntary code was established by the G7 countries in 1987 to inhibit the proliferation of missiles that could deliver nuclear weapons. China signed up to the MCTR, but not to its subsequent extension in 1992 to cover long-range UAVs.

These restrictions have led countries including Iraq, Myanmar, Nigeria and the United Arab Emirates to turn to the Chinese drone manufacturers. Iraq has used the CH-4s for strikes against the occupying Islamic State regime. The Nigerian air force has used Chinese UCAVs against the Boko Haram insurgents in the northeast of that country. The UAE has deployed its CH-4s alongside their Saudi counterparts over Yemen.

Chinese analyst Zhong Jing told Chinese media that the unit cost and flexibility of operating gives Chinese UCAVs an edge over their Western counterparts. The unit cost for a Wing Loong I is reportedly to be less than $1 million, compared to $17 million for a MQ-9 Reaper. She added that the success of the CH-4 laid a good foundation for CASC’s new CH-5.

Sikorsky Awarded $194M Saudi Arabia UH-60M Helicopter FMS Contract - 17 Units

Lockheed Martin‘s (NYSE: LMT) Sikorsky subsidiary has received a potential $193.8 million U.S. Army foreign military sales contract to supply modernized units of the Black Hawk medium-lift helicopter platform to Saudi Arabia.

Sikorsky will manufacture eight UH-60Ms for the Saudi Arabian National Guard and another nine for the Royal Saudi Land Forces Airborne Special Security Forces, the Defense Department said Thursday.

The U.S. Army Contracting Command in Redstone Arsenal has obligated $11.2 million in fiscal 2018 foreign military sales funds at the time of award.

DoD expects Sikorsky to finish contract work by Dec. 31, 2022.

UH-60M is designed to support combat assault, combat search and rescue, command and control, external lift, firefighting, medical evacuation, VIP transport and armed missions.

Certainly, the unit value of USD11.4 per platform suggests that the contract could be for mission modifications rather than for fully missioned helicopters.

BAE Systems on Thursday said slowing production of its Eurofighter jet will weigh on profit, spotlighting the pressure the UK company is under to win new orders and safeguard its future as a top warplane maker after Brexit.

Earnings are likely to be flat this year as build rates for the Eurofighter and Hawk jet trainer wipe out gains from increased military spending in the US, London-based BAE said in a statement Thursday. With major contracts winding down, the company is working with the UK government on a plan that could preserve jobs and engineering work.

Europe’s biggest weapons maker is already cutting 1,400 jobs in its military aircraft division as a result of declining demand. A 5 billion-pound ($7 billion) deal to supply Qatar with 24 Eurofighter Typhoons will help keep production alive, and BAE is bidding to sell the plane to Belgium, but a major follow-on order from Saudi Arabia has failed to materialize.

“Discussions with current and prospective operators of the Typhoon aircraft continue to support the group’s expectations for additional contract awards,” BAE said. “However, there can be no certainty as to the timing of these orders.”

Earnings per share rose 8 percent last year to 43.5 pence after the company had forecast a gain of 5 to 10 percent. Profit will be flat this year by that measure, it said, as sales at the air division fall 5 percent amid the dearth of Eurofighter orders and as deliveries from previous European, Saudi and Omani contracts near completion.

UK Defence Minister Gavin Williamson said Wednesday that Britain will pursue a new combat air strategy aimed at securing its role as a leader in military aircraft. The move comes as Germany - a key partner on Eurofighter - works on plans for a new warplane with France in a move that could exclude BAE from a next-generation jet.

Underlying earnings before interest, tax and amortization rose 7 percent to 2.03 billion pounds last year after analysts forecast a profit of 1.96 billion pounds, based on 14 estimates.

March 6 (UPI) -- Lockheed Martin has been awarded a contract for services in support of the construction of four Multi-Mission Surface Combatant ships for Saudi Arabia.

The deal, announced Monday by the Department of Defense, is valued at more than $481.1 million under an undefinitized contract action for long-lead-time material.

The Pentagon says that Multi-Mission Surface Combatant, or MMSC ships, are "lethal and highly-maneuverable surface combatant capable of littoral and open-ocean operation."

The deal dates to a multi-billion-dollar negotiation that started in 2015 for construction of the ships, which was finalized in 2017 as part of a larger $110 billion defense deal between the United States and Saudi Arabia.

Work on the contract will occur in multiple locations in the United States, as well as Canada, Germany and Sweden. The project is expected to be complete in October 2024.

More than $240.5 million will be obligated to Lockheed Martin at time of award from foreign military sales funds for the kingdom of Saudi Arabia. The Defense Department said the obligated funds will not expire at the end of the current fiscal year.

@Scorpion when the Saudi official met with our Vice Premier, I know about the Major UAV deal we signed on, but was there any mention of the RSAF planning to acquire the J-31 or any air defenses? I did hear the RSAF had interest in the FC-31 from other Saudi's in other forums, but nothing official or concrete, and some even claimed the Royal Ground Forces, have interest or potential interest in acquiring some VT-4s?

Aside from the UAV, the talks did include expanding the missile arsenal of the Saudi Missile Force. Then the economic side dominated the meeting where direct currency exchange was agreed upon, expanding Saudi strategic oil storages on china soil, singed long term oil supply deal at a fixed price. Arms deals usually remain classified and we don't have any kind of access other than what's already published.

I would love to see us make an export of the FK-3 MRSAM or HQ-9 LRSAM to KSA. But on pk defence, a member there said the KSA did put $2 billion into it's development but here no news of that
