Saudi Crown Prince Mohammad Bin Salman Bin Abdulaziz, who also acts as Defence Minister, is said to have talked to Pakistani PM Imran Khan during his visit to Pakistan earlier this week about the Pakistani-made Babur III submarine-launched cruise missile.

Saudi Crown Prince Mohammad Bin Salman Bin Abdulaziz, who also acts as Defence Minister, received Chief of Staff of the Pakistani Army General Qamar Javed Bajwa yesterday (5/2/18) in Riyadh.
Crown Prince Mohammad and General Bajwa discussed issues of mutual interests with particular focus on military relations and how to develop them.
In this context, there is talk about the possibility of Pakistan sending military troops to the Kingdom.
The meeting was attended notably by Saudi Assistant Defence Mohammad Al-Ayesh, Chief of Staff of the Saudi Armed Forces General Abdulrahman Bin Saleh Al-Bunyan, Commander of the Royal Saudi Land Forces (RSLF) Lt-General Prince Fahd Bin Turki Bin Abdulaziz and Military Adviser to Defence Minister Major-General Engineer Talal Al-Otaibi.

Can u shine some light on Saudi submarines(whether or not they can launch SLCMs), MTCR limits that would have to be imposed on the range, etc? This article is too limited...besides mentioning the Saudi interest in Babur III, it doesn't give much info. It would be appreciated if someone can paint the whole picture.

I think it is possible they may want such capability with their submarines but currently, unless I am much mistaken, Saudi doesn't have an operational submarine force. I feel Prince MBS is wanting CMs for a different purpose - to be used against Houthis in the South.

Out of interest which platform will they use it from? Baber 3 will defy MTCR treaty and Pakistan will find it difficult to contravene it. There may be other ways to deal with that though.

Royal Saudi Navy does not operate submarines & their interest in buying submarines is still murky. If they do they are like to go for German boats. In which case it is not certain if the Pakistani engineers would be allowed to integrate Babur-III on potential Saudi submarines without German approval.

MTCR is not a treaty. It's an informal export-control regime. The member states adhere to its rules voluntarily. Technically there are no rewards for adhering to its rules nor punishments for breaking them, except that the US might impose sanctions against the weaker countries - whether they are full members or outside observers. Pakistan is not a member of MTCR but our official stance is to voluntarily observe MTCR's rules, at least in a statement. Babur-III has a range of 450km. Selling it to the Saudis or anyone else with that range would be deemed (by the US) as a violation of our voluntary observation of MTCR. However, Pakistan can decrease the range to around 250-290km and sell it - provided the range-to-payload tradeoff does not allow the missile to achieve range greater than 290km. Also, Pakistan would have to make sure the export variant is not capable of carrying a nuclear warhead. The issue, however, is Saudis do not have a submarine. Pakistan could instead sell the Saudis Harbah, the anti-ship cruise missile variant of Babur. Stipulation again being that the range, under all circumstance, remains below 290km and the missile is only able to carry a conventional payload.
