Islamic State of Iraq and Syria (ISIS) militants have killed at least 40 Syrian government forces in consecutive attacks on three checkpoints in central Syria, a monitor said on Saturday.

In less than two hours of clashes on Friday, ISIS jihadists seized the checkpoints near Sheikh Hilal, a village in Syria's Hama province, the Syrian Observatory for Human Rights said.

“The clashes killed 40 government loyalists, including soldiers and members of the National Defence Forces,” a local pro-regime militia, said Observatory head Rami Abdel Rahman.

He told AFP that the jihadists later withdrew from the checkpoints when it appeared that government forces in the region had called for reinforcements.

“There's fighting almost every day in this area, but usually the toll is two or three people. Forty is very high,” he told AFP.

The checkpoints lie along a road used by government forces to dispatch reinforcements to Aleppo in the north, where the regime has been battling rebel groups since 2012.

“If they seize control of this road, they'll cut off the regime forces in Aleppo, since the government won't be able to send reinforcements or supplies there,” Abdel Rahman said.

Protecting the province of Hama -- which links Damascus to the government's coastal bastion of Latakia -- is a priority for Syria's embattled regime, but it has suffered devastating jihadist attacks in recent months.

In early March, the jihadists killed 63 soldiers in two days of raids on government positions in Hama, and later that month executed at least 37 civilians in the village of Mabujeh.

In Moscow, Syrian minister says Russia promises aid | Reuters

Syria's foreign minister said in Moscow on Monday Russia had promised to send political, economic and military aid to his country, where the army is coming under some of the heaviest pressure since the start of the civil war.

Insurgent groups have made gains against government forces in northwest, central and southern Syria in the past two months but Damascus has voiced confidence that it can hold on to important territory with the help of its allies.

"I got a promise of aid to Syria - politically, economically and militarily," Walid al-Moualem said at a televised news conference after meeting Russian President Vladimir Putin. He did not give details.

Putin said earlier on Monday there was no change in Russia's support for the Syrian leadership.

Syria has relied on help from its allies - Russia, Iran and Lebanese Shi'ite group Hezbollah - in the four-year conflict that has killed more than 220,000 people and convulsed the region.

At the news conference with Moualem, Russian Foreign Minister Sergei Lavrov reiterated Moscow's stance that calling for Syrian regime change was aiding the expansion of hardline groups, which have become some of the strongest in the war.

U.N. Secretary-General Ban Ki-moon said Tuesday the world should be ashamed that three years after major powers approved a blueprint in Geneva to bring peace to Syria the suffering of its people is reaching new depths and the country is "on the brink of falling apart."

The U.N. chief said more than 220,000 Syrians have died in the conflict, now in its fifth year, almost half the population has been forced to flee their homes, and civilians still face attacks by barrel bombs and "horrendous" human rights violations including torture and the prolonged detention of tens of thousands.

At the same time, Ban said, different parts of Syria are increasingly controlled by a patchwork of violent players including the extremist Islamic State group and the al-Nusra Front, an al-Qaida affiliate, and the country's cultural heritage "is under assault."

"It is time to find an exit from this madness," Ban said. "The international community, and in particular the Security Council, cannot afford to waste any further time in ending the cycle of violence."

The secretary-general issued the statement on the third anniversary of the June 30, 2012 agreement in Geneva on a roadmap to peace in Syria. The plan, approved by the Action Group for Syria, calls for a political process that would start with the establishment of a transitional governing body for Syria vested with full executive powers and end with elections.

The Action Group included representatives of the U.N., Arab League, European Union, Turkey, and all five veto-wielding members of the U.N. Security Council - the U.S., Russia, China, France and Britain.

Ban appealed "in the strongest possible terms" to the international community to work with his special envoy, Staffan de Mistura, to implement the Geneva agreement "before further irreparable damage is done to Syria, its people and the region."

While there was unanimous agreement for the Geneva communique, Russia and China, close allies of the Syrian government, vetoed a Security Council resolution supporting the document weeks later because it threatened to put pressure on Syrian President Bashar Assad if the fighting didn't end. Beijing and Moscow had previously vetoed two other resolutions for similar reasons - and the division in the Security Council remains to this day.

De Mistura has spent several months meeting individually with all parties, including Assad, on a possible way forward. U.N. deputy spokesman Farhan Haq said de Mistura will come to U.N. headquarters on July 7 for a round of meetings with Ban, U.N. officials and eventually the Security Council to discuss his recommendations for a way ahead.

The Syrian army backed by the Lebanese armed group Hezbollah launched an assult on the city of Zabadani, near Damascus, in a fresh push to seize the last rebel stronghold along Lebanon’s border.

Syrian TV reported on Saturday that President Bashar al-Assad's troops closed in on the rebels "on several fronts" and had inflicted heavy casualties on the fighters.

The Syrian army backed by the Lebanese armed group Hezbollah launched an assult on the city of Zabadani, near Damascus, in a fresh push to seize the last rebel stronghold along Lebanon’s border.

Syrian TV reported on Saturday that President Bashar al-Assad's troops closed in on the rebels "on several fronts" and had inflicted heavy casualties on the fighters.

Hezbollah TV station earlier said the Syrian army and its air force had begun a major aerial bombing campaign against rebel outposts along the Lebanese border. It showed footage of plumes of smoke hanging over Zabadani.

Helicopters belonginig to the Syrian army asking residents to stay away from "sites, arm depots and supply routes used by terrorists."

On Friday, rebels captured several military posts on the outskirts of Zabadani belonging to the army and Hezbollah, as part of a pre-emptive attack they named "the revolutionary volcano".

Opposition fighters have been in control of the city, located 50km northwest of Damascus, since 2012, despite several attempts by Assad's troops to retake it. The city has witnessed near daily shelling since then.

The United States was only training about 60 Syrian opposition fighters to battle Islamic State as of July 3, far below expectations, partly due to rigorous U.S. vetting of recruits, Defense Secretary Ash Carter told Congress on Tuesday.

“We are looking for ways to streamline our train and equip program’s vetting process to get more recruits into the training pipeline,” Carter told a Senate hearing in prepared remarks.

“We are also refining our curriculum, expanding our outreach to the moderate opposition, and incorporating lessons learned from the first training class.”

The program, which was launched in May in Jordan and later in Turkey, had aimed to train as many as 5,400 fighters a year.

The number of Syrians who have fled abroad since the outbreak of civil war in their country has risen to more than 4 million, the largest number from any crisis in almost 25 years, the United Nations said Thursday.

A recent wave of people leaving Syria and an update of Turkish statistics confirm the tragic milestone, according to the U.N. refugee agency, UNHCR. The agency said in a statement that 7.6 million additional people are displaced from their homes within Syria.

“This is the biggest refugee population from a single conflict in a generation,” said U.N. High Commissioner for Refugees Antonio Guterres in a statement. “It is a population that needs the support of the world but is instead living in dire conditions and sinking deeper into poverty.”

The new figure shows that the flow of refugees is accelerating only 10 months after the agency recorded more than 3 million Syrians fleeing their country.

Turkey has seen much of the recent flow. In June alone, according to UNHCR, more than 24,000 people arrived from northern Syria amid fighting between the Islamic State of Iraq and Syria (ISIS) group and Kurdish militants. The more than 1.8 million Syrians in Turkey have made it the biggest host of refugees in the world, an expensive undertaking that the country is bearing mostly out of its own treasury.

The dire situation in the region is pushing a wave of refugees to seek escape in Western Europe, taking increasingly risky paths as European countries resist the flow.

“We cannot afford to let them and the communities hosting them slide further into desperation,” Guterres said.
