My question was what good will 4 harriers be?

Secondly, if they are in storage, either they are kept as backup, or to be cannibalized for parts.

Turkey has around ~240 f-16 I don't think it is in desperate need now.

Absolute right. But pilot accomodation training , crew accomodation training for VTOL or STVOL aircraft and for carrier vehicle needs time.
The 4 Spanish Harriers could be a good training solution for future Navy Pilots.
Lets never forget USA delayed delivery of 6 A-1 W almost 3 years.
Afaik from open sources they are in ready to go reserve.
