It is not a secret, they are just waiting for the right time, unfortunately it keeps getting delayed for some reason or the other. Political sensitivities have to be kept in mind as well, despite what clueless idiots might think. Just as and e.g. Min. 75k people being effected by the recent deluge is no small matter.
