Usually that's been Pak's strategy in general. They hide things that are very confidential bcuz it would be foolish to let ur enemy know of ur capabilities.
...but certain things...they intentionally "leak" unofficially. So on the surface it seems like it was meant to be kept secret...however the enemy gets the message loud and clear. It can also create confusion...the enemy doesn't know if it is just rumors or authentic. In some cases leaking the existence of certain capabilities can cause deterrence...and keep the enemy at bay. IMO Pak plays these mind games perfectly...walking a fine line between secrecy and showing the big stick when necessary.
