will TAI be able to support Azerbaijan's decision on acquiring the TFX without offending it's neighbors such as Turkmenistan? as much as I know, Turkmenistan has a strong dislike for Azerbaijan and a few companies were blacklisted in Azerbaijan for showing armament support to Turkmenistan

of course they will maintain support on Azerbaijan's decision. TAI is building a major maintenance facility in Azerbaijan in order to keep Azerbaijan's proposal strong. The only thing TAI has proposed Turkmenistan is the T-129 Atak and Hürkuş-C which is still currently undecided.
Azerbaijan only had two companies blacklisted which was BMC and Dearsan. however 3 years (2016) both were removed do to increasing defence co-op between Turkey and Azerbaijan, and actually Dearsan proposed a corvette design, as well as fast missile craft IIRC.

is Azerbaijan looking into investing a bunch more local production/ transfer of technology?
currently Azerbaijan is doing more to invest in their local industry. such as developing the "Grey Wolf" assault rifle, Zafar Pistol and developing the Tufan MRAP and much more.
Transfer of Technology of course, is now being implemented big time with most of our suppliers. notably Russia, Ukraine, Belarus and sometimes Turkey. prime examples as follow
Russia
-in talks for production of the Gaz Tigr, Volk 1, and SPM-3 Medved, a maintenance facility for Mil Mi series helicopters, and ammo for T-90s. also rumours are going around saying they are offering production on Igla-S MANPADs currently.
Ukraine
-Skif, Stugna and Corsar ATGMs, Vespa FMC, An-178s (for both military & civil), and the Dozor-B is also being pitched with production license
Belarus
-BVST Aztex been signed with license production, Burevestnik-MB UAV is being proposed with production, MZKT-500200 Troop Truck is also in talks.
Turkey
-Otokar Arma, FNSS Pars, Katmerciler Kangal MRAP, Otokar Tulpar, Boran 105mm Howitzer, MPT-76 are being proposed with production agreements.

who would you say benefits Azerbaijan the most? and what are newer products the Azeri MoD interested in procuring? I heard they are starting to move slowly to Western Europe such as France for some products now.

most benefitual would most likely be Russia and Turkey. France has been moving into the Azeri market but they really haven't made a decent pitch yet, however they did manage to score a sale on the VL MICA. recently the Azeri MoD signed contracts with Russia for the Ka-52 and Israel's Gaia company for armored vehicle production.
some things we are still working on procuring
Russia: Gaz Tigr, Volk 1, SPM-3 Medved, Pantsir-S2, BMPT-72, T-90MS, additional 2S19 Mstas, rumours also say more BM-30s, Su-30SMs, Yak-130s and T-90MS MBTs, Igla-S MANPADs, additional Kornet ATGMs, RPG-26 Production
Ukraine: 200 T-84s, Vespa FMCs, Skif, Corsar, Stugna ATGMs, co-production of 100 Mi-17s, Dozor-B armored vehicles, Vilkha missile with production, Neptune coastal missile system, and Grom-2 missile is being proposed.
Belarus: MZKT 500200 Troop Truck, Shershen ATGM, Burevestnik-MB UAV, MZKT-490100
Turkey: TAI TFX, Arma, Pars, Tulpar, Firtina II, MPT-76, Boran 105mm, Kangal MRAP, Cobra II,

Azerbaijan spends the largest amount of money on defence in both the Caspian and Caucasus region, 2nd largest spender after Russia. so them aiming for local production to improve their own industries is not really surprising and it is cheaper to get a license for local production then to continuously rely on signing agreement after agreement to order new batches. with licenses you may have to renew after permit is up but you still plan more, for instance if you gain a license for let's say 100 vehicles but you need more, you may have to renew license to acquire more vehicles.

secondly, Azerbaijan is still not as modernize as many believe nor do they have a "safe" environment. take in account not only do they have hostilities with Armenia, they also have disagreements with Iran and Turkmenistan which is why they are pushing for a heavier defence budget. currently Turkmenistan has not been on the spending spree due to an economic problem, however Iran & Armenia are now really boosting up their defences, as well as procurements. I believe it was a few months ago, Iran sent speed boats to harass Azerbaijani oil fields in the Caspian, so now the Azeris are eyeing Patrol boats and Fast Missile Crafts to counter this on going feud and so on.

Azerbaijan is highly interested in procuring the 1L220UK Counter-Battery Radar from Ukraine. 1L220UK has a large antenna and can detect guns at 28km, mortars at 30km and rockets at 55-80km
