The most difficult thing to deal with would the be pressure that would be built up. The structure would need to be built from incredibly strong material that would withstand those kind of pressures. Also there would need to be some sort of regulating system inside the structure that would maintain surface pressure inside the base. I dont believe that technology have been invested yet

PS: don't think they have a sub rescue vehicle yet, keep tab on USN one from the Gulf.
