When an F16 is upgraded, the only thing that remains old, is the engine, per se. Although after a complete overhaul, it is nearly a new engine.

The physical airframe gets an SLEP i.e. Service Life Extension Program, which physically strengthens the airframe life up to 12,000 flt hrs.

Then comes in the cockpit, radar, and other sensors / avionics.
Radar on upgraded ones - APG-83 ?

JFT and Blk3 in particular, have everything to do with Chengdu, so why people are assuming a 3rd Chinese platform, is beyond me.
I think I can make an assumption on that one.

Second Block 3 Was supposed to maybe fly in May or June (read somewhere), So that might be the reason as well.

Just speculating here, but could be because 4, J10's seem to be getting some rather cutting edge tech, currently not deployed by PLAAF §§•

26 Feb and 27 Feb should be an eye opener for all those people who think that S400 would be a total game changer and it would make the Indian airspace out of bounds for us......Both Pakistan and India could not use their land based defenses against the attacking fighters.... Where was the famed S300 that day why was is not used....Every system has its vulnerabilities....

So far S300 reportedly is being used to protect Delhi and few other sensitive sites, so could not be used in Kashmir region, on other side Spider AD system though is quite capable but used foolishly by Indians just like their jets. On other side perhaps Pakistan had not deployed any capable Medium or short range SAM in areas of confrontation, perhaps Manpads or some Anti Aircraft guns at best having limited range.

Iran had bought 60 Canadair F86s and transferred to PAF pre 71.

If I am not mistaken, the CIA Memorandum on "Trends in Iranian arms procurement" mentions Iran transferring 90 F-86 Sabres to Pakistan between 1965-1971. The impression literature gives on this is that of a clandestine move but the US presidential administration of the time may have known about it from the beginning & may have tacitly approved & supported the move. Some, in fact, suggest that was indeed the case. A good way of bypassing the Congress at the time, I guess. Post-1971, Pakistan was more interested in buying 100 used A-7 Corsair from the US.

But why would they allow us as many are in non export category case for example VT 4 tank explosive reactive armour

When did China, actually have a "non-export" category for Pakistan?

US knew and approved it. It was a way for the US state and defense dept to support Pakistan and circumvent US Congress imposed sanctions. Imperial Iranian AF was already flying F4 and F5s at the time. Why would they need Obsolete F86s?
USAF even assisted with integrating AIM9Bs on Chinese F-6s prior to 1971 conflict. Gen Charles Yeager was incharge of that program.
A7s were offered to Pakistan in the later half of 1970s in exchange of stopping work on nuclear program which we politely declined. We never actively sought the A7s.
