PAF should push for not just 36 x F-16 Block 70/72, but also seek replacements for crashed ones as new 9 x F-16 Block 70/72.
That leaves the 18 x F-16 Block 52+ from previous accord, still un-accounted for.

If the replacements are handed over to PAF, then PAF can give F-16 MLU from newly formed F-16 Aggressor Squadron to other F-16 squadrons and use F-16 Block 70/72 as aggressors. That will help in countering IAF's rafale threat.
