Now to address the PAF Blk 70 & 72's

Blk 70's - new built 36~40, of which 6 have been built are on hold, due to financing issues.

Blk72's EDA - Total 15 as of now. Of which 4 have been built, and undergoing testing.

So if I understand correctly Blk 72s are on their way once they're done with testing but we must wait for Blk 70s due to financing issues?
Any idea what created hiccup in financing?
