Turkish fighter jets shot down a Russian warplane near the Syrian border on Tuesday after repeated warnings over air space violations, but Moscow said it could prove the jet had not left Syrian air space.

It was the first time a NATO member’s armed forces have downed a Russian or Soviet military aircraft since the 1950s and Russian and Turkish assets fell on fears of an escalation between the former Cold War enemies.

NATO is in “close contact” with Ankara and watching developments, an official said Tuesday .

“NATO is monitoring the situation closely. We are in contact with Turkish authorities,” the official told AFP.

A Kremlin spokesman said it was a “very serious incident” but that it was too early to draw conclusions.

Footage from private Turkish broadcaster Haberturk TV showed the warplane going down in flames in a woodland area, a long plume of smoke trailing behind it. The plane went down in area known by Turks as “Turkmen Mountain”, it said.

Separate footage from Turkey’s Anadolu Agency showed two pilots parachuting out of the jet before it crashed.

Russia’s defense ministry said one of its Su-24 fighter jets had been downed in Syria and that, according to preliminary information, the pilots were able to eject. It said the aircraft had been over Syria for the duration of its flight.

The Turkish military said the aircraft had been warned 10 times in the space of five minutes about violating Turkish airspace. Officials said a second plane had also approached the border and been warned.

“The data we have is very clear. There were two planes approaching our border, we warned them as they were getting too close,” a senior Turkish official told Reuters.

“We warned them to avoid entering Turkish airspace before they did, and we warned them many times. Our findings show clearly that Turkish airspace was violated multiple times. And they violated it knowingly,” the official said.

Search for pilots
Russia’s unilateral decision to launch air strikes in Syria mean Russian and NATO planes have been flying combat missions in the same air space for the first time since World War Two, targeting various insurgent groups close to Turkish borders.

Russia’s main stock index fell more than two percent, while Turkish stocks fell 1.3 percent. Both the rouble and lira were weaker.

Turkish President Tayyip Erdogan was briefed by the head of the military, while Prime Minister Ahmet Davutoglu ordered consultations with NATO, the United Nations and related countries, their respective offices said.

The Syrian Observatory for Human Rights monitoring group said the warplane crashed in a mountainous area in the northern countryside of Latakia province, where there had been aerial bombardment earlier and where pro-government forces have been battling insurgents on the ground.

The Islamic State of Iraq and Syria (ISIS), which has beheaded foreign captives in the past, is not known to have a presence there.

One of the pilots was in the hands of Turkmen forces in Syria who were looking for the other one, broadcaster CNN Turk reported, citing local sources. Russian military helicopters were also searching for the pilots, Turkey’s Dogan news agency reported.

Both Russia and its ally, Syria’s government, have carried out strikes in the area. A Syrian military source said the reported downing was being investigated.

Turkey called this week for a U.N. Security Council meeting to discuss attacks on Turkmens in neighboring Syria, and last week Ankara summoned the Russian ambassador to protest the bombing of their villages.

Ankara has traditionally expressed solidarity with Syrian Turkmens, who are Syrians of Turkish descent.

Russian Foreign Minister Sergei Lavrov is due to visit Turkey on Wednesday to discuss Syria, in a trip arranged before this incident. Erdogan is meanwhile expected to visit Russia for talks with Putin in late December.

About 1,700 people have fled the mountainous Syrian area near to the Turkish border as a result of fighting in the last three days, a Turkish official said on Monday. Russian jets have bombed the area in support of ground operations by Syrian government forces.

Syrian rebel officials claim to have photos and video showing that one of two Russian pilots from a jet downed by the Turkish military has died.

Speaking to Reuters, the group said footage showing a dead man in apparent Russian air force gear was genuine, and captured on Tuesday in the northern countryside of Latakia province.

The video, which has not been independently verified, appeared to show Syrian rebel fighters standing around the body and chanting "Allahu Akbar".

Another rebel official was quoted in the Associated Press as saying that the captured Russian pilot was found dead upon landing.

A major rescue operation was launched to bring back the two Russian pilots, whose jet was shot down after Turkey claimed it entered that country's air space.

Russia and Turkey both dispatched helicopters to search for the downed pilots, who were seen in amateur video footage parachuting to safety.

But the airmen were also being hunted by local rebel forces, whose territories in Latakia have been repeatedly targeted by Russian and Syrian regime bombing raids in recent weeks.

Earlier, CNN Turk cited local sources as saying one of the pilots has already fallen into Turkmen hands and the other was being sought.

Moscow said it had received no further contact from the pilots since their plane went down, and has sent a fleet of military helicopters to the site of the crash near the Turkish border.

Grainy footage posted online by the Hurriyet Daily News outlet purported to show Russian helicopters scouring a wooded, mountainous region near the Turkish-Syrian border.

Separately, a video claiming to show a live pilot being captured by gunmen was proven to be at least two years old.

Russia and Turkey have issued conflicting statements on whether the downed jet entered Turkish air space, as well as on how it was brought down.

2.) NATO wanted to test 'the waters'. Not necessarily, if NATO wanted safe zone in northern Syria it would be negotiated, actually cease fire is expected by next two weeks.

3.) War will begin. Not likely, Russia will summon Turkish ambassador, try hurting Turkish tourism but not much more. It's economy is weak anyways.

4.) Turkey is weak puppet country of NATO that can't do this on its own. Not true, Turkey is most powerful nation in ME if we eliminate nuclear weapons from equation. Turks were responsible for some of largest Empires in history.

Yes, it was on the night news report a while ago. Isn't it not too long ago when Russia was in cooperation with Turkey forces in Syria? I understand that Turkey has many factions but to shoot a Russian plane is tantamount to coveting war. And Russia is a big guy so what would happen if Russia would retaliate. Can Turkey block a full blown attack by Russia? That is not a good news for the allied forces wanting to eliminate ISIS.

Russia and Turkey have big trade, Turkey imports lots of gas from Russia. Russia I believe also given loan by Turkey. They won't go to war at all. But some say rebel groups killed one of the pilots when he parachuted from plane and landed. This incident had no relation to ISIS. Turkey is not weak, Russia's air force isn't the greatest. But it all matters about sateilliete/radar jamming, etc...which Russian can pull off but so can NATO counter.

From 2013 on there was speculation that Syria would ignire WW3. We're moving closer to that . . .

On the downing of the Russia warplane:

Russia won't admit that their waplane violated Turkey's airspace. Fact is they might be entertaining thoughts of reprisals but the fact that Turkey is a NATO member will act as a deterrent to any aggression. The incident however will negatively impact Turkey's commercial relations with Russia.

Turkey warns Russia over border security

Turkey has warned Russia it has every right to retaliate and take necessary measures in the event its border security is threatened as a result of the Russian military’s operations targeting civilian Turkmen Syrians on the Turkish-Syrian border.

The warning was conveyed to Russian Ambassador to Turkey Andrei Karlov on Nov. 19, as he was summoned to the Foreign Ministry in reaction to Russian air strikes on Turkmen villages in northwestern Syria only a few kilometers from the Turkish border, daily Hürriyet has learned from reliable sources.

Along with Karlov, Russia’s military attaché was also summoned to the Foreign Ministry, where three points were reportedly brought to Moscow’s attention. Those three points were defined as follows:

1-The operations of the Russian army were taking place in areas very close to Turkey’s border. This increased the possibility of a de facto situation which could threaten Turkey’s border security. It should be noted Turkey’s rules of engagement were in place and there will be no hesitation to implement them if such a violation occurs.

2-The area where Russian operations were being conducted was free of the Islamic State of Iraq and the Levant (ISIL) or other terrorist groups. There are Turkmens living in this area. Civilians Turkmens were being harmed by Russia’s operations. It should be noted Turkey won’t be indifferent to attacks targeting the life security of Turkmen.

3-Military operations cause more civilians to leave their homes. A new refugee influx is at the door. Russia’s operations in that particular region could also hurt Turkey’s humanitarian efforts as well.

Turkey, Russia in close dialogue

Turkey and Russia continued their dialogue over the weekend, Turkish Foreign Minister Feridun Sinirlioğlu told Hürriyet on Nov. 23, adding he also talked to U.S. Secretary of State John Kerry on late Nov. 20. Sinirlioğlu said he shared Turkey’s concerns over the recent military campaign targeting Turkmens just across the Turkish border in his conversation with both his Russian and American counterparts.

The issue will also be on the agenda of a meeting between the Turkish and Russian foreign ministers, who will come together on Nov. 25 in Istanbul. The meeting will address a number of bilateral economic and energy issues as part of preparations for the Turkey-Russia high-level cooperation council meeting to take place on Dec. 15 in Moscow. However, Sinirlioğlu and Lavrov will also discuss Syria-related issues as well with a particular emphasis on Russia’s recent military operations along the border.

Assad in efforts to open a corridor to Idlib

In response to Turkey’s statements, Russian diplomatic and military sources argued the targets of their operations were terrorist groups and they did not conduct attacks on Turkmens.

However, according to assessments by counties in the U.S.-led coalition, Russia and Syrian President Bashar al-Assad’s regime were trying to open a corridor to Idlib, a northern city under the control of a coalition of opposition forces. Attacks being carried out around Jisr al-Shughur, a northern Syrian town only 20 kilometers from the Turkish border, aimed to take control of this very strategic spot to reach Idlib, the assessments indicated.

The Moscow-Damascus duo was trying to increase the area under their influence before the ceasefire to be implemented on Jan 1, 2016, according to the coalition countries. They believed al-Assad is trying to strengthen his authority in areas under his control and at the same establish a buffer zone around the enclave he is ruling.

Turkmens keep their positions

In the meantime, Sinirlioğlu admitted Turkmens were under heavy attack but underlined they were still able to keep their positions despite stories claiming the regime army gained control of the Kızıldağ region, a strategic point in northwestern Syria.

Damascus claimed they were advancing towards the north thanks to Russian air support. “They are sometimes advancing, sometimes pulling back,” Sinirlioğlu said.
