Balloons. Deploy Air Balloons at strategic ingress areas, that will make the planes climb up.
But not applicable on sea approaches.

So how does one catch low flying aircrafts?

Balloons were used from WW2 onwards till a few decades ago, as a low cost way of closing airspace
I haven't seen any. @Gripen9 @TsAr @Counter-Errorist or some other more knowledgeable member could shed more light on this.Have seen that in some area in Pakistan.
Are they used no more in that way?
