True. It will be dual purpose, as of now.

The idea is that for long range sorties, a PLAN aircraft carrier would recover these birds. Maybe a 10~15yrs down the road, when the economy permits, an aircraft carrier would actually be inducted for PNAF.

It's not the CAPEX but the OPEX that is an issue.
