ISLAMABAD — Pakistan’s Navy has selected the Embraer Lineage 1000 jetliner to replace its P-3C Orion long-range maritime patrol aircraft, a service spokesman has confirmed to Defense News.

Outgoing naval chief Adm. Adm. Zafar Mahmood Abbasi announced Oct. 6 that the Navy would replace its P-3C Orion fleet with 10 converted commercial jets, the first of which has been ordered. However, he did not identify the type.

The Ministry of Defence Production, which handles acquisition, did not return requests for comment regarding the conversion and possible partners.

With only a single aircraft ordered thus far, the program is in its early stages. When converted for Pakistani service, the aircraft will be called Sea Sultan.

It is unclear if the aircraft is being acquired directly from the manufacturer or another party. Embraer did not respond to requests for comment.

The question of what issues may arise in converting the aircraft was put to Douglas Barrie, an aerospace analyst at the International Institute for Strategic Studies:

“Using a commercial turbofan engine-powered aircraft as the basis for an ASW [anti-submarine warfare] platform is not unheard of. After all, the U.S. P-8 is a Boeing 737-800 derivative," he said.

But there are challenges in converting the aircraft, he added, "not least of all if internal weapons carriage is required where a bomb bay will need to be cut into the airframe.”

“[It is a] significant undertaking, and risk management is going to be important,” he said, adding that it’s likely Embraer will be asked to help with the conversion, “otherwise the challenges just get all the greater.”

Frederico Lemos, Embraer’s defense representative who handles business in Asia, did not respond to Defense News' questions about whether the company is or would be involved in the conversion process.


After enhancement with wide-ranging and very extensive modifications, the Lineage 1000E will become the Pakistan Navy ‘Sea Sultan’ jet-powered LRMPA, designed specifically for ASW, ISR, ASuW, ELINT, ESM, C2 and SAR.

Total of 10 aircraft will be ordered and the contract for 1 has already been done as per news shared

About LRMPA modifications in jet in can probably allocated to RAS (Rhienmetall Air Service from Germany), which already modifing 4 ATR-72 commercial aircraft into the RAS-72 Sea Eagle MPA for the PN

Or local modification option also open with miltiple sensors from Western to Chinese

Backgroud of PN New LRMPA Project​

On 07 October 2020, the outgoing Pakistan Navy (PN) Chief of Naval Staff (CNS), Admiral Zafar Mahmoud Abbasi, announced that the PN is moving ahead with its new long-range maritime patrol aircraft (LRMPA) project. Adm. Abbasi revealed that the PN ordered one twin-engine commercial jet aircraft to operate as the platform for the new LRMPA. The PN is currently planning to acquire a total of 10 new LRMPAs.
The PN had announced its interest in a new jet powered LRMPA in September 2018. The PN stated that it was open to acquiring the system “from any source, including the U.S.”[1] However, by March 2020, the PN opted to take ownership of the LRMPA program by pursuing it as an original project.


On 10 January 2020, the Pakistan Navy (PN) released a tender for one twin-engine jet-powered aircraft it will use as a platform for its next-generation long-range maritime patrol aircraft (LRMPA).
In its documentation, the PN outlined that it requires the aircraft to fall within the following parameters:
  • Maximum Take-Off Weight (MTOW): 120,000 lbs to 140,000 lbs
  • Ferry Range: 4,000+ nautical miles
  • Total Length: 120 ft or less
  • Wingspan: 112 ft or less
  • Maximum Take-Off/Landing Distance: 7,000 ft
  • Service Ceiling: 40,000 ft to 50,000 ft
The PN wants bidders to offer aircraft in a clean configuration, i.e., ‘as-is’ if the aircraft is a passenger or a VIP/executive transport. Moreover, the aircraft “should have no design deviations from the OEM specified basic configuration and should conform to OEM’s original structural design.”
The aircraft “should be suitable for subsequent modification as LRMP” capable of the following missions:
  • Intelligence, Surveillance and Reconnaissance (ISR)
  • Anti-Surface Warfare (ASuW)
  • Anti-Submarine Warfare (ASW)
  • Airborne Early Warning (AEW)
The LRMPA configuration will also be able to support secondary roles, including asymmetrical threats or challenges, search-and-rescue, training, and transport.

The aircraft will be upgraded to the Sea Eagle configuration.​

On Jun. 27, 2020, a Pakistan Navy ATR-72-500, with serial 77, arrived at Mönchengladbach airport, Germany, after a two-day flight. The aircraft departed PNS Mehran near Karachi, made an overnight stop at Izmir-Adnan Menderes and arrived in Germany at 10:15 in the morning.
Pakistan Strategic Forum Facebook page reports that the ATR will be converted by Rheinland Air Service (RAS) into a Maritime Patrol Aircraft version, called a RAS-72-500 “Sea Eagle”.

According to Janes Defense News, the RAS 72 Sea Eagle is equipped with a long-range, active electronically scanned array (AESA) multimode radar, as well as electro-optic/infrared (EO/IR) sensors to deliver aerial, maritime, and ground surveillance, according to RAS.The platform also features an acoustic processing system, sonobuoy launchers, a broadband satellite communications system, an electronic support measures suite, a self-protection suite, and two weapon hard-points, enabling anti-submarine warfare (ASW) and maritime patrol capabilities. The PN’s two RAS 72 Sea Eagles also feature Aerodata’s mission management system, called AeroMission, for ASW.
“The RAS 72 multirole aircraft offers unrivalled efficiency as well as operational flexibility not only for anti-submarine warfare and maritime patrol missions, but also for search and rescue and other humanitarian operations. In addition to the MPA configuration, RAS can offer the ATR 72 with a complete range of interior configurations, from pure passenger cabin and troop transport to complex customization required for VIP guests as well as a variety of cargo options,” says RAS (a German company providing comprehensive FAA and EASA Part 145-approved aircraft maintenance, part-out services, and special mission modifications for commercial, business aircraft and military aircraft) on their official website.
The “77″ is the third Pakistan Navy ATR which will be converted by RAS to the “Sea Eagle” variant. Earlier the 78 and 79 where already equipped as Maritime Patrol Aircraft. A fourth ATR, the 76, could still be converted in the future.

They should to the upgrade/retrofit @ PAC Kamra with Embraer's input. PAC has shown that it does have capability of undertaking such projects when it salvaged AEW Radar/electronics from damaged Erieye's and installed them on new platforms.

Best route will be total local integration with external help, so we will have easily and ecnomical future maintenance yet having ability to integrate with Chinese and westren avionics and weapon suit of our choices

Most importantly can modify time to time locally when other assets join PN

That is what IAI was doing with Phalcon initially. Chile had Phalcon installed on B707 (like earlier IAF models) whereas India got it on IL76 in radome.

I had asked someone at PAC when PN was doing the ATR conversion. And he just laughed, and said Navy likes to do things on their own alluding to the fact that PAC had proposed something like this to be done in house....

Local work will give confidence to change Jet choices in future as well, ... as russian already offered Sukhoi Superjet 100 .. china already working on there jet linear Xian MA700 .. so on any one of them can be chosen

Makes understanding.. PN want become self independent from PAC or so... this is problem in pakistan culture over all... kickback always part of deal unfortunately

After P3C there is no US hardware in PN and only F16s left?
American equipment are used in multiple area from radar to transportation... but yes in major defense area they reduced.. will be further reduced replaced with chinese or other options

We recently inducted TPS 70 MRR radars that will make up the backbone of PAKADGE for years to come.
Army operates M109 SPs, TPS36 Firefinders, M198 155m howitzers, M113 APCs just to name a few systems.

Per @Khafee new /EDA C-130j on the way as well as f-sola :)

We recently inducted TPS 70 MRR radars that will make up the backbone of PAKADGE for years to come.
Army operates M109 SPs, TPS36 Firefinders, M198 155m howitzers, M113 APCs just to name a few systems.

Feel like we listen big after US elections which I feel now Trump will Win.
