Brother, what would you say about liquid cooled, vs air cooled?
Liquid cooling offers cooler operation on higher voltage levels than air-cooled. That is why liquid cooling offers better performance. But it increases the load on the powerplant and adds complexity and cost as well.

DUBAI/WASHINGTON, Dec 14 (Reuters) - The United Arab Emirates has informed the United States that it will suspend discussions to acquire F-35 fighter jets, a UAE official said on Tuesday, part of a $23 billion deal with the ally that also includes drones and other advanced munitions.

The sale of 50 F-35 warplanes made by Lockheed Martin (LMT.N) to the UAE had slowed amid concerns in Washington over Abu Dhabi's relationship with China, including use of Huawei 5G technology in the country.

"Technical requirements, sovereign operational restrictions, and cost/benefit analysis led to the re-assessment," the UAE official said in a statement to Reuters that confirmed a report in the Wall Street Journal.


"The U.S. remains the UAE's preferred provider for advanced defense requirements and discussions for the F-35 may be re-opened in the future," the official said, adding there were discussions to "address mutual defense security conditions for the acquisition".

The UAE had signed an agreement to purchase 50 F-35 jets and up to 18 armed drones, people familiar with the situation told Reuters in January.

Earlier, at the Pentagon, spokesman John Kirby had said the U.S. partnership with the UAE was more strategic and complex than a weapons sale and Washington was committed to working with Abu Dhabi to address their questions.

"We will always insist, as a matter of statutory requirements and policy, on a variety of end use requirements," Kirby said.

He added that a meeting between U.S. and UAE officials at the Pentagon later this week was set to be about broad topics but anticipated that the weapons sale would come up.

Kirby referred questions about details of specific arms sales to the State Department.

A State Department official, speaking on the condition of anonymity, said that the Biden administration was committed to the proposed sales of the F-35 aircraft along with the MQ-9B and munitions.

"We are hopeful that we can work through any outstanding issues," the official said.

Lockheed Martin Corp referred requests for comment to the U.S. and UAE governments.

The UAE, one of Washington’s closest Middle East allies, had long expressed interest in acquiring the stealthy F-35 jets, and was promised a chance to buy them in a side deal when it agreed to normalize relations with Israel in August 2020.

WASHINGTON — The United Arab Emirates on Tuesday suspended talks on a $23 billion deal to purchase American-made F-35 planes, armed drones and other equipment, in a rare dispute between Washington and a key U.S. ally in the Persian Gulf.

The Emirati embassy in Washington said it would “suspend discussions" with the U.S., though meetings at the Pentagon this week between the two sides on other matters will move forward as planned. “The U.S. remains the UAE's preferred provider for advanced defense requirements and discussions for the F-35 may be re-opened in the future,” the embassy said in a statement.

The proposed sale of 50 F-35s to the UAE came at the end of former President Donald Trump's administration, emerging from a deal that saw the Emiratis formally recognize Israel. President Joe Biden's administration put the deal on hold after he took office, in part due to criticism of the UAE and Saudi Arabia over their years long war in Yemen, which has sparked one of the world's worst humanitarian crises and continues today.
Also included in the deal are 18 advanced drone systems and a package of air-to-air and air-to-ground munitions.

Emirati officials blame an American insistence on restrictions on how and where the F-35s could be used and say they are a violation of the UAE's sovereignty.

The State Department said in a statement that the administration “remains committed to the proposed sales ... even as we continue consultations to ensure that we have a clear, mutual understanding of Emirati obligations and actions before, during, and after delivery.”

Pentagon spokesman John Kirby told reporters that U.S. requirements on the use of American-made military equipment “are universal, non-negotiable, and not specific to the UAE.”
“The U.S. partnership with the UAE is more strategic and more complex than any one weapon sale,” Kirby said.

A person familiar with the matter said the U.S. believes the Emiratis' move now is a negotiating tactic to try to move the process along. The person, who was not authorized to comment and spoke on the condition of anonymity, said the UAE letter notifying the U.S. of the suspension was written by a relatively low-level official.

The Wall Street Journal first disclosed the suspension of negotiations.

The UAE has long worked with the U.S. on counter-terrorism and allowed the entry of people fleeing Afghanistan during the chaotic U.S. withdrawal earlier this year. But tensions between Washington and Abu Dhabi have risen over the UAE's growing cooperation with China.

Last week, a top Emirati diplomat acknowledged the UAE stopped construction on a Chinese facility at an Abu Dhabi port that America considered a military base. The Journal first revealed the presence of the alleged facility.
“We took these American concerns into consideration and we stopped the work on the facilities,” the diplomat, Anwar Gargash, told a meeting of the the Arab Gulf States Institute in Washington. “But our position remains the same, that these facilities were not really military facilities.”

He described the discussions between the UAE and the U.S. “as quite frank.”

U.A.E shows their level of strength. I am impressed. This time US on receiving end. In past USA tried their pressure tactics and now UAE's turn.

The United States said on Wednesday it was ready to move forward with the sale of F-35 fighter jets and drones to the United Arab Emirates after Abu Dhabi told Washington it would suspend talks on the $23-billion deal that also includes munitions.

The deal was signed under then-President Donald Trump after the UAE forged ties with Israel last year but progress on the sale had slowed amid concerns in Washington, including over the Gulf Arab state's ties with China, a main trade partner.

"The UAE has informed the US that it will suspend discussions to acquire the F-35," a UAE official told Reuters on Tuesday, citing "technical requirements, sovereign operational restrictions, and cost/benefit analysis".

The official said talks may be re-opened in the future and that there were discussions to "address mutual defense security conditions for the acquisition".

In Kuala Lumpur on Wednesday, Secretary of State Antony Blinken said Washington was prepared to move forward with the sale.
"We've wanted to make sure, for example, that our commitment to Israel's qualitative military edge is assured, so we wanted to make sure that we could do a thorough review of any technologies that are sold or transferred to other partners in the region, including the UAE," Blinken said.


The UAE had signed a deal to purchase 50 F-35 stealthy jets made by Lockheed Martin, up to 18 MQ-9B drones and advanced munitions, sources told Reuters in January.

The UAE hosted Israel's prime minister this week. Asked if the F-35 deal and Israeli qualitative military edge had come up, his spokeswoman said only that Israel had received no requests from Abu Dhabi on these matters.

Restrictions
A person briefed on the negotiations said sticking points between the United States and the UAE revolved around how the jets can be deployed and how much of the sophisticated F-35 technology the Emiratis will be allowed to take advantage of.

"The Americans want to sell the Emiratis the planes but they want to tie their hands," another person, a Gulf source, said following the talks.

The source, speaking on condition of anonymity, said defence deals include requirements for purchasing nations, but that the restrictions in this deal made it unfeasible.

In 1998, the UAE selected Lockheed's F-16 Block 60 fighter jet but the deal dragged over access to software source codes and other technology release issues until the sale went through in 2000.

Earlier this month, the Gulf state ordered 80 French-made Rafale warplanes after on-off negotiations for more than a decade. A UAE defence official had said the Rafale deal was complementary to, and not a substitute, for the F-35s.

The Emirati official said the United States, on whose security umbrella Gulf Arab states rely heavily, "remains the UAE's preferred provider for advanced defense requirements".

Pentagon spokesman John Kirby has said Washington is committed to working with Abu Dhabi to address its questions, anticipating the weapons sale would come up at a meeting of US and UAE officials at the Pentagon this week.
