C-130 is more like a utility aircraft , and since the Corona virus we could have used this for more transport stuff from other countries , Pakistan was/is in dire need of more C-130's for various services , so I am not surprised that this news comes in the times of this pandemic .

The tanker model is a swing role aircraft. You can use it like a regular transporter as well.
