Downing a flanker does not mean that it is a bad platform, secondly J-15 would most likely be used for naval strike roles.....

J-15 could be flown by PN Pilots but it will be maintained by PAF Squadrons. The current combat aircrafts supporting PN fall under PAF inventory. Commonality of aircrafts used by forces is another factor.
