In 2016 the PAF told Jane's it was looking for 30-40 new fighters to serve as a stopgap until the FGFA.
Given the low quantity and the fact that it was to run in parallel to the CSF-subsidized F-16, the idea was clearly for a twin engine, namely Su-35 or Typhoon T3.
The T1 -- even without the upgrade -- is OK pricing wise, but doesn't add anything past the Block-52+. The PAF wants the strike capable T3 with the MBDA Meteor, which means we run up against the French (one of the Meteor's partners).
If they can clear the Meteor and IRIS-T (alongside SOM, Atmaca and IREK integration), then the PAF can ask for a lease and replace program. So we get the T1s ASAP on a lease basis, and then we gradually swap them out with the T3, all within the framework of the T3 contract.
