I think the delay is Biden administration’s indecision about Afghanistan. Once they commit to a withdrawal, Pakistan and China will show their hand. Post-withdrawal US will need Pakistan as their point of influence in the region. Then Biden won’t be able to pressurize Pakistan much.

Why only Afghanistan should be focused by Biden and not Iraq?

Pakistan foreign office and IRGC of Iran had openly supported Biden-Obama vs. Trump, which obviously was against the interests of Pakistan but in favor of Iran.
If Biden still did not bow to Iran than all loyal efforts of SMQ and capital of Pakistani tax payers is wasted for nothing.

Friends of Pakistani leadership but most definitely not friends of Pakistan and humanity.
