Sanctions were imposed on Equipment Development Department (EDD) (part of chinese defense department) so can Pakistan also make a separate entity to buy SU-35 @Khafee .

US slaps sanctions on Chinese military unit for buying Russian jets, missiles

The US government has slapped punitive sanctions on a key unit of the Chinese military for buying Russian fighter jets and surface-to-air missiles.
Washington said that the purchases by the Equipment Development Department (EDD) of China’s Ministry of Defence violated US sanctions on Russia. Both the EDD and its director, Li Shangfu, have been named in Thursday’s sanctions.

The action is “aimed at imposing costs on Russia in response to its malign activities,” a senior US administration official said, referring to alleged hacking by Russia during the US 2016 presidential election and its military intervention in eastern Ukraine.

One State Department official, who briefed reporters and spoke on condition of anonymity, insisted that the sanctions were intended to affect Russia only, not China or its military.

“The ultimate target of these sanctions is Russia,” the official told reporters on a conference call, adding that the sanctions “in this context are not intended to undermine the defence capabilities of any particular country.

1) With the US withdrawal, and limited presence in Afgh, Pak support is imperative. DO they want to risk that with sanctions, and push Pak much deeper into the Chinese corner?

2) PAF could be using this as a ploy to get better deals for other non-US platforms, they have evaluated in the past?

If I know one thing about the US, they'll get punitive with the PAF real quick. If there's a twin engine req, we might see the Typhoon T3 as an option. We know for a fact the previous PAF leadership saw it.

Eurofighter was not cost effective at that time, secondly it will be worth it if PAF gets all the bells and whistles including anti ship missiles.

What IF the Su-35's came via PLAAF i.e. leased to PAF for PKR 1 per annum?

Yup. No Typhoon deal can happen without Meteor, ASRAAM or IRIS-T, Exocet, and KEPD 350.

Lets hope for the best. Next 5 years are really important for Pakistan. It can be make to break for PAF. We need to chose wisely as our enemy next door is preparing on full throttle and after 27 Feb it will be keen on getting revenge.

What IF PAF buys a Chinese platform like J16, could it be sanctioned ?
Anything can be sanctioned if USA wants, Trump can even sanction you for breathing fresh air.
J-16 is a chinese platform based on Russian plane, i doubt they will sanction it.

But that depends on whether the Russians are OK with China re-selling Sino-Flankers. Thus far, they haven't been as forthcoming.
Actually this would be a win win for the Russians.

They sell via China, while getting a sizebale chunk of the profits, at the same time they feign ignorance, when the village idiot starts howling.

IMO there are a lot of 'ifs' and 'buts' with the Sino-Flankers. The path of least resistance is the J-10CE, and of note, the FC-20 was the originally selected deep-strike/attack fighter of the PAF under AFFDP-2015. The J-10CE will bring us immediate (or easier) integration with one of China's supersonic anti-ship missiles, the SD-10 and whatever long-range AAM they release for export, and other stuff.

Any gap in range and payload by not going the Flanker route, we can make up by buying more J-10CEs and making them available across more environments, more sorties, higher availability rates, etc.
